Call to Order

Chairman Ward called the meeting to order at 6:00pm and led all present in the Pledge of Allegiance.

 

Adoption of Minutes

Ms Carey moved and Mr Herrgesell seconded the motion to adopt the minutes of the meeting held Monday, August 27, 2007 as submitted. All ayes, motion carries.

 

 

Continued Public Hearing – 704 Fourth Street

The public hearing on the application of Peter Osborne to permit the construction of a garage structure located at 704 Fourth Street continues open and, at the request of the applicant, will not be examined by the board until re-design processes are complete.

 

Public Hearing – 117 Second Street

Chairman Ward opened the public hearing on the application of John Gormel, seeking a variance to §136-71 D (1) (f) of the code of the Village of Liverpool to permit the continued use of a 32.5 sq ft (per side) ground sign that stands 12.5’ tall on a parcel located at 117 Second Street, designated as Tax Map # 004.-02-01.0.

Because of its proximity to NYS Route 370, Public Hearing remains open awaiting response from GML§239 referral to SOCPA.  ZBA Secretary will submit referral for their meeting scheduled for September 11, 2007.

All ayes, motion carries.

 

Continued Public Hearing – 404 Sixth Street

Chairman Ward addressed the open public hearing on the application of Susanne and Thomas Jones for a variance that would allow home renovations on a property located at 404 Sixth Street, designated as Tax Map # 007.-06-08.0.

Chairman Ward led the board through dialogue regarding the applicant’s newly submitted architectural drawings. The plans agree with the Board’s request to keep the front porch open, never to be enclosed or used as indoor living space.

The new plan reflects a reduction in the size of the proposed garage, and locates the breezeway to the garage further back from the front of the home.  This revised plan eliminates the need for a lot coverage variance.

The GML§239 referral to SOCPA resulted in a “no negative inter-municipal impact” designation for this project. A copy of their resolution is made a part of the project file.

Mr Romano moved, and Mr Herrgesell seconded the motion to grant requested variance according to submitted architectural plans, reducing front yard setback from 30’ to 18.2’.

All ayes, motion carries.

 

Discussion

Mr Romano’s investigation in regard to the characteristics of “Willow Sheds” led to his request that other ZBA members become involved in the examination of existing sheds,
and bring their findings to the next meeting when informed ideas can be shared, and perhaps included in zoning regulations soon to be added to the Comprehensive Plan.

Mr Romano informed the board that these structures were once very common in our village and hold historical significance. While at one time there were 46 original Willow Sheds, only 21 remain.

Conversation will continue at the next meeting.
