Village of Liverpool A regular meeting of the Village of Liverpool Board of Trustees was held on Monday, July 20, 2009 at 7:00 PM at 310 Sycamore Street, Liverpool, and New York Present Gary White Mayor Nicholas Kochan Deputy Mayor Dennis Hebert Trustee Robert Gaetano Trustee Mary Ellen Sims Clerk John Langey Atty Absent: James Rosier Trustee
Mayor White called the meeting to order at 7:00 PM and all those present joined in the pledge of allegiance. Correspondence – Mayor White read a thank you card from Marlene Ward.
Town of Salina Bicentennial Parade – August 2, 2009 The parade will be at 1:00 PM on August 2, 2009 and all those interested are welcomed to attend.
Acknowledge Mother’s Restaurant for renewal of liquor license This was acknowledged by the Board of Trustees.
Appoint Christina Fitch member of Zoning Board Motion was made by Trustee Kochan, seconded by Trustee Hebert, to appoint Christina Fitch as a member of the Zoning Board to fill the unexpired term of Richard Ward. Motion Passed
Reschedule August 17th meeting Motion was made by Trustee Kochan, seconded by Trustee Hebert, to reschedule August 17th meeting to August 18th at 6:30 PM. There will be a work session with Liverpool Elementary School Principal to discuss improvements to the schools. Motion Passed.
Police STATS STATS for the police department for June were as follows: 213 Traffic tickets issued 11 DWI Arrests 12 Accidents investigated 9 parking tickets issued 37 Residential property checks 317 complaints
Mayor White informed the Board that Officer Lemm was recognized as Officer of the Year for the Liverpool Elks.
Gerald Unger was hired on as full time police officer and is doing very well in the Police academy.
DPW Monthly Report Trustee Gaetano presented the monthly report from the DPW department: 28 UFPO 14 Sewer Mntc Calls No sewer repairs First Street Project is moving along with all drainage, curbs and most of the concrete having been installed. Village Hall Roof Replacement- Project is complete. Sanitary Sewer Project- final inspection by the Village and Cha was completed on July 16, 2009 Liverpool Cemetery. Motion Passed.
Motion was made by Trustee Kochan, seconded by Trustee Hebert to permit the installation of a memorial Bench in the front of the Gleason Mansion. Motion Passed. Trustee Gaetano commented that he was present at the Civil War Veterans Ceremony in the Liverpool Cemetery and that it was a very memorable event.
Trash Study Mayor White formed a committee to study trash collection in the Village of Liverpool. This committee will consist of Tom Stack and Trustee Kochan.
Balsam and Seventh Street Stop Sign Chief Becker conducted a traffic safety study at this location. It was determined that a stop sign should be placed on Seventh Street (W/B) at the Balsam Street intersection as well as place a stop sign on Seventh Street ( E/B at the Balsam Street intersection.
SMTC Report Trustee Kochan discussed the SMTC Report. This is available in the Village Clerk’s Office.
Financial Updates Clerk Sims presented the update of financial accounts to the Board of Trustees.
Approve Abstract Motion was made by Trustee Hebert, seconded by Trustee Kochan, to approve Abstract # 15,General fund claims726-739 in the amount of $51,143.33; Sewer Fund G, claims # 121-124 in the amount of $8,791.81; Hg Capital Project Sewer System, Claim # HG31-32 in the amount of $ 101,832.23 and Sewer Fund G claim # G120 in the amount of $5,184.00. Abstract # 002 General fund claim # 43-127 in the amount of $164,985.20; Johnson Park, Claim # hn40 in the amount of $60.00; First Street Claim # HM 29 in the amount of $ 509.39 and Sewer Fund G 125 in the amount of $ 30.00. Motion Passed.
Approve Minutes June 16th and July 6th Motion was made by Trustee Hebert, seconded by Trustee Kochan, to approve the minutes of June 16th and July 6th as presented. Motion Passed.
Resignation of Margaret Burbank Mayor White accepted the resignation of Margaret Burbank as Deputy Clerk Treasurer effective August 21, 2009 . The Village will deeply miss Peg. She has been a loyal devoted employee for 13 years.
Executive Session Motion was made by Trustee Hebert, seconded by Trustee Kochan, to enter into executive session for the purpose of contract negations and to invite Attorney Langey into the Session. Motion Passed.
Return to Regular Session Motion was made by Trustee Hebert, seconded by Trustee Gaetano, to move back into regular session. Motion Passed.
Amendment to Employee Handbook Motion was made by Trustee Hebert, seconded by Trustee Gaetano to approve the following:
The Village of Liverpool Employee Handbook is herby amended by adding the following under subsection: Retiree Health Benefits Effective June 1, 2009, it is understood and agreed, that, in the event that an employee retires from the Village of Liverpool with 35 consecutive years of service to the Village, the employees portion of health care coverage will be paid for whatever type of coverage exists for them five (5) years prior to, continuously through and up to the time of their retirement.
Side Letter Agreement – PBA contract Motion was made by Trustee Kochan, seconded by Trustee Hebert, to authorize Mayor White to sign the side letter of agreement with the PBA. Motion Passed.
Adjournment Motion was made by Trustee Hebert, seconded by Trustee Kochan, to adjourn the meeting. Motion Passed. Meeting was adjourned at 8:35 PM.
