A special
meeting of the Village of Liverpool Board of Trustees was held on Monday,
February 25, 2008 at 6:00 PM at 310 Sycamore Street, Liverpool, New

Mayor Ward called the meeting to order and all those present joined in the pledge of allegiance. Public hearing on the 2008-2009 Community Development Application Motion was made by Trustee Rosier, seconded by Trustee Hebert, to open the public hearing on the 2008-2009 Community Development Application. Motion Passed. Mayor Ward briefly explained the proposed project request. The project request will be for improvements to Johnson Park. On March 3, 2006, the consolidated five year plan for capital improvement projects included the Johnson Park Improvement project. The 2008- 2009 funding request continues the Johnson Park improvements. The Village previously received funding to reconstruct the interior sidewalk system between the fountain and the stage. The Village board feels that a complete pedestrian handicapped accessible sidewalk system of the park is a necessity. The park is bound by sidewalks that are in need of repair. Additionally, gutters on the gazebo, restoration of the fountain, a retractable roof on the stage and electrical outlets would aid the park’s safety and beautification. Total estimated cost for the improvements will be $257,800.00. Of this total estimated cost, $100,000 will be requested from Community Development. Mayor Ward asked if there were any questions, and hearing none, asked for a motion to close the public hearing. Motion was made by Trustee Hebert, seconded by Trustee Rosier, to close the public hearing. Motion Passed. Motion was made by Trustee Hebert, seconded by Trustee Kochan, to pass the following resolution:
Resolution 2008-2009 Onondaga County Community Development WHEREAS, the U.S. Department of Housing and Urban Development provides funds for Community Development projects which will benefit low and middle income residents within areas documented by the 1990 Census and areas that have been deemed blighted and WHEREAS, such Community Development program is administered locally by the County of Onondaga which coordinates such on behalf of all municipalities in the County, and WHEREAS, the Village of Liverpool Board of Trustees is required to and has compiled a prioritized list of projects, called the Consolidated Plan, which will benefit low and moderate income residents within the area documented by the 1990 Census, and areas that have been deemed blighted and WHEREAS, the Village Board of the Village of Liverpool held a public hearing at the Village Hall on the 25th day of February 2008 for the purpose of receiving input from the community on the 2008 Funding request to Onondaga County Community Development application and WHEREAS, the Village Board of the Village of Liverpool authorizes the application for the 2008 Funding Request to Onondaga community Development for the purpose of Johnson Park Improvements as outlined in the application. The question of the adoption of the foregoing resolution was duly put to vote on roll call, which resulted as follows: Trustee Hebert Yes Trustee Rosier Yes Trustee Kochan Yes
The resolution was thereupon declared to be duly adopted.
RFP Engineering Motion was made by Trustee Rosier, seconded by Trustee Hebert, to approve the RFP for engineering services for the roof, with the RFP’s being read aloud on March 14, 2008 at 2:00 PM. Motion Passed. Motion was made by Trustee Kochan, seconded by Trustee Hebert, to approve payment # 6 to Adhan for $36,803.19 based on review from CHA, Nick Kochan and Bill Asmus. This payment will be made with the March prepays. Motion Passed. Abstract Motion was made by Trustee Hebert, seconded by Trustee Kochan, to approve abstract 091, General Fund, Voucher # 527-553 in the amount of $26,032.85. Motion Passed. Adjournment Motion was made by Trustee Kochan, seconded by Trustee Hebert, to adjourn the meeting. Meeting was adjourned at 6:20 PM. Motion Passed.
